SW Sask | Offshore is (IMO) old news. Deere will pencil out the cost of the interruption, the cost of the settlement, and the cost of some robots from China.
Big investment now, maybe there are some government incentives, and they take a big one-time hit, and labour (union or otherwise) becomes less of a problem. If we could make the robots halfway competitively, I think that we could bring a lot of the manufacturing back. But not the jobs.
If I was a floor worker at a manufacturing or assembly plant these days, I'd be trying to take some night classes.... My job may or may not be there as long as I want to work, but I would want to get prepared.
