I've never had any problems getting PP approved. I guess it was such a widespread and common issue, that the adjuster was very good
One time, the adjusters were so swamped he didn't show up until July. A month plus passed final planting date. He took pics for documentation 2 days after I cultivated it!!
The only times I have taken PP it was no question. I had neighbors in the same area with PP also.
