A 4430 or 1086 are definitely going to be a better value than the 4020. Both can be found in the same price rage.

I would suggest going and driving both. Take note of the ease of cab entry and control layout. Jump in and out of the cab a few times with a jacket on and move the controls as if you were in the field. Then pick one you like.

For tillage a 3 point FC could be had for around $1000 or even a smaller pull type. If you want to plow hay ground, an IH 720 plow would be good but slightly pricy, 710 not as good but much cheaper, 1450 Deere plow the cheapest and still does a good job.

7000 planter is a good starter planter. Keep in mind when looking at tractors that a future upgrade to a vac planter will be much better used on a Deere tractor without a PTO pump.
