Sue the neighbor and the dealer because a better deal was negotiated than what you got. So much for free enterprise and the American way.

Here are a couple pretty good reasons I got from your link for a dealer to sell product cheaper to me at a later date than when they sold the same product to you almost a year earlier.

(1) the price difference is justified by different costs in manufacture, sale, or delivery (e.g., volume discounts), or (2) the price concession was given in good faith to meet a competitor's price.

Better to sell to me at a later date for the same money, or buck or two less rather than ship the stuff back, re-bag, re-tag, and possibly burn a couple thousand bags or more at the local power plant because the germ went bad...but maybe not if people are willing to pay list price for two or three year old seed.

Personally I like reason (2)

Pretty soon people are going to be giving seed companies money two years in advance.
