Fiber is expensive stuff for such an installation, mostly for the interfaces on the routers/switches and the connectors you have to put on the fiber will require a bunch of special tools that are pretty spendy.
What's your budget?
He is buying a custom length preterminated fiber cable. Not that expensive anymore.
