I drove a school bus for over 2 decades accident free and I move equipment along a busy highway occasionally. The bus driver in your picture is breaking the law, period. Here comes the BUT: You're travelling 20 mph in your tractor. The bus slows down to follow you at 20 mph for the quarter mile or so that the solid line is on. A car or worse yet, an inattentive semi driver is coming up behind the bus at 60 mph, not realizing it is going 20 mph (no SMV sign on the bus, right). The vehicle runs into the back of the bus and if it's a semi, takes out the rear 3 rows of seats and the kids sitting in them. The bus driver was abiding by the law. Six kids are injured or dead. There's lots of cases of people rear-ending buses stopped with their flashing lights on and stop sign out because they aren't paying attention. If it was a blind curve of course the bus shouldn't pass, but from your pictures it looks like he had a pretty clear view ahead.

Jim has the answer. Picture shows a clear path forward and getting rear ended is no fun. Unless your picture is somehow deceiving, Id have blown past your tractor so fast that one clear picture would have been impossible let alone two.
