I had same issue off and on this year. In cornstalks I'd get a stalk caught on the closing disc bracket and would ball up from there, just like you. I finally took the lead closing disc off and never had any issue after that. In wheat stubble I had problems running down the same row the wheat was on. When I was crossing the wheat rows on an angle I didn't have as many problems.

I probably need to check if I have a bent arm. I've removed all the shims and put a new wheel on and still can't get it close enough to the blade.
