Please don't use the fabric, it screws up air and water flow and will eventually become a real pain. If you use wood chips for a mulch do not work them into the soil, just leave them on top.
What kind of weeds are you dealing with? The use of some pre-emerge herbicides might help especially in between the rows or a lot of mulch.
Part of gardening is learning to pull weeds and use a hoe to keep the weeds in check.
