We've done exactly as you are describing with the "typar" type landscape fabric and then regular flower bed wood mulch. Worked great. The mulch will hold the fabric from blowing but we also used sod staples to hold it in place. You could also use straw mulch as long as it wouldn't blow away.

We used driveway markers to stake up some plants and tomato cages on the tomato plants. It wasn't a huge garden (maybe 20 x 20) and I'm planning to just replant in the holes from last year.
