I've tried to run fans on a high humidity or rainy foggy day & with air going in through the bottom of bin only the bottom foot gets rewetted & then air is sealed off & is harder to push air in. It would probably work if pulling air through the top of bin. Not sure if you could add enough moisture to wet the whole bin at one time. You may not get enough back in return to pay the electricity bill.
