My take is frost boils are due to low side of frost zone not thawed out trapping moisture, when frost goes out water goes down and mud starts to crack in a few days or less. This is in rolling clay hills. As everybody plants earlier it is getting more common to see hill tops planted when frost is out a few inches then as thawing continues surface gets wetter, frost goes out and quickly firms up, by then easy to have 20% stand loss. In valley tiled soils will do as you say, frost goes out surface gets wetter as water table moves to surface, takes 40 foot or less tile spacing to get around that.
