Average starting salary for a EE was $60K back around 1990.

I'd wager that nation-wide, the average starting salary for a EE today is over $70 to $75K today.

Someone who programs PLC's specifically, hired specifically to work on PLC and ladder-logic systems, will probably be able to charge more per hour from someone who needs exactly that job done, "right now."

A competent EE should be able to learn PLC's and ladder logic in a few days days to a couple of weeks, depending on the application. 

Compensation after 20 years of career will be very different.
