Who has to grant the right-of-way is a matter of contention. Usually, if the parcel had been part of a larger tract with road access, the easement would have been excepted at the time of the split. Check the deed description.
Otherwise, access might be through the neighbor who would provide the nearest path to a road.
As always in these situations, history matters. How did the former owners get to their landlocked property? Is there any evidence of someone trying to maintain good access by filling potholes or trimming limbs?
