NRCS and the county engineer recommended that had a formula that allocated the cost to use of the ditch.
The closer to the lower end paid less than the person at the upper end of the watershed. It was explained that the acres on the lower end did not use the drainage system on the upper end. The people on the upper end used all of the drainage system to drain their property.
