Ideally cost is divided amongst land owners evenly. If one guy says no, put it in writing that the owners of the other 4 parcels need to give permission for him to tie into the main. I’d also tell him it would be at current costs at the time.
Sometimes a guy needs to pay more than his fair share to get thing done, usually works out in the end.
