Southern MN | In MN the cost of county projects is divided by how much your land needs the drainage. In a nutshell if you have a 100 acres that sits high and your neighbor has a 100 acres that sits 40 acres of water the neighbor will pay a larger share of a projects cost as they will have more need for it than you do. The county hires private viewers to do these calculations. I have a few projects I would like to do in the coming years and if we can all agree to go ahead I plan on hiring a viewer to make it fair for everyone involved. If someone won’t pay their fair share but will let you go across I would say pay the said landowner for the ability to cross their property, put non perf through their farm, and have them sign that they do not get access to the tile.
Also in our area if 4 out of 5 land owners want a project they can petition the county for a system. Cost is probably more than double to do this though.
