Wisconsin | I was thinking the opposite, why would E want to pay for a main to save his neighbors from having an open ditch? The water already leaves his place, a main makes very little difference because he already has an outlet.
You could argue that he has tile that is contributing more water to the ditch than it would otherwise. Or you could argue that his tile cuts off groundwater and helps drain the upper part of his neighbors land as much as any increase of water flow.
Add this in with non farm land, wildlife/wetland lovers etc, I bet going forward there's a lot of areas with less drainage, lots less organized drainage. Intentional decivilization. | |
