We have had a similar experience in our quest to go more no-till. We are considering building a strip cleaner, basically some row cleaners on a toolbar. Put it on a very small tractor when it's still too wet to plant and move the residue aside so the sun can hit the soil. We are also seeing a bit of a crust from drag lining dairy manure with straw bedding that stays wet underneath. We are on 36" rows though, you don't have much room to go with the residue on 20".
