In Iowa there was work on looking at covers and management. You are correct in that covers can hurt as much as help and they comes down to management. In the work I looked at a few years ago if farmers used covers and were not given much advice the results looked like a bell curve. If they were given advice how to manage (when to kill, fert advice, etc) the covers enhanced or had no affect on yield. Other than 2012 I have seen no yield advancement to moderate yield gains from covers. These are in replicated on farm trials. I do understand what you mean by too much residue in 20's and having nowhere to go with it. In my 30's the first 10 years of notill corn on corn was like that but the last 10 years that has changed. Some seems to be due to covers but the soil biology finally ramped up and I get residue gone. And part of that may be due to the heavy rains of the last decade too. Always complicated knowing the real reasons in biological systems.
