Here's a recap from 538. The government does quantify the cost of a human life for different regulations (call it $10 million/person today). There is no easy answer, but at some point we do need to get back to normal lives despite risking additional deaths. Much like anything (in business), it would have been better to be proactive in testing as opposed to trying to play catch-up the entire time.
