If people wanted to stay home and not go to work because of fear of the virus, nothing is stopping them. In this country they are free to do what they want. I had to run to the Deere dealership after some parts today and with the number of people out driving around and walking, you wouldn't have guessed things were shut down. It looked more like a nice summer weekend day with the traffic and people out and about. I'm guessing people are enjoying their unemployment benefits and time off of work. Let people make the choice to stay home if they want to, but also let the businesses and people who want to work do so.
