Is 4,000 feet above sea level really a mountain or just a tall hill?

n.c.iowa
The black hills which we’ve been to several times snowmobiling has a average elevation of 5500-6000’, that altitude really didn’t bother me, but I really noticed the 9000’ at togawatee pass last winter. Couple of the guys we were riding with had the little personal bottles of O2, which really seemed to help when we had to dig sleds out.

My contention isn’t about the effects of running that much rise at which altitude, just that it’s pretty exhilarating no matter the start elevation.
