Is 4,000 feet above sea level really a mountain or just a tall hill?

NS Canada
Sure is when you start at sea level. By name we have mountains here at 1300 ft.

We go snowmobiling in Newfoundland and they sure seem like mountains climbing the side of one.. Highest point there is less than 3000.
