Is 4,000 feet above sea level really a mountain or just a tall hill?

Bow Island, Alberta
We live about 60 miles N of the Sweetgrass Hills in MT (they are just east of where Ernie lives) and we can usually see them from our place. We have climbed West Butte several times and it's about 7000' above sea level, and about 3500' above the surrounding farmland.

I guess they just call it a hill because it's so close to the Rockies that the real mountains would be upset.
