C IL | I read the piece on levees in the Midwest in the NYT a couple weeks ago, but it only sort of alluded to this lawsuit issue.
So what is the deal on the lawsuit and the phase 2 - is the outcome likely to be a financial payment to offset losses to affected landowners? A scheme to allocate payments for future losses? Does the judge have the power to force USACE to change their flood control priority and reverse the ESAa lawsuit decrees and settlements? | |
