E 15 will pass, but then the refiners will just refuse to offer the blend, instead they will apply for the SREs and blend even less.

They will then say that is proof no one wants ethanol. Ethanol will continue to drop but Trump will say that he did all he could by offering up e15.

The refiners will win if not forced with RINs because the industry is consolidated and they will restrict access.
