blue wire shouldnt have any voltage when not braking, and depending on controller, is variable when you are.
How far from Garden are you? you might see if Smiths has a pickup they can pull the trailer harness off of so you dont have to cut and splice, or at least try and find a pigtail at the parts store so you are not modding the harness.
