Where are you getting the voltage reading at? At the plug at the back?
Where you have the controller plugged in under the dash should do it.
Only other thing that I would guess that someone re purposed that blue wire and spliced it with a brake light wire either at the front, or likely at the rear bumper to make some lights work without a controller.
