as in where you are not supposed to be but "everyone does it".. you will get a big bill.
if it truly cuts across your farm (and too low) and you hit it inside the r.o.w. it is all on them. if they don't have an easement it might not matter how low it was.
good luck, fiberoptic fixes are monstrously expensive.
