You are getting fuel to each injector? I just fought this battle two weeks ago. Turned out that there was air in the line right up to the injection pump. I cracked every fitting on the system and started at the filter, and started tightening towards the injectors.
I think I’m getting fuel everywhere. I had all the injector lines cracked and was getting fuel there.
