A 2x4 is rough cut, green (wet) to approximately 2" x 4".
Then it is kiln dried, which causes it to shrink some.
Then it is milled down smooth, which (obviously) causes more "shrink".
The finished product is 1-1/2" x 3-1/2".
Easier to say "2x4" instead of "1-1/2x3-1/2".
The finished dimensional sizes have changed over the last century, but the sizes used now have been the same for over 50 years.
