The end of the California legislative session has brought some preliminary changes. SB 1260 makes it somewhat easier for private parties to conduct prescribed and controlled burns, eases some environmental quality concerns and lawsuits that continually slow or stop these protective measures not only by private parties but by local, state and federal agencies.
