But they have to be created as editable forms.  Most PDF's files are not in that format.  You find very few PDF files that you can fill out electronically.  The PDF format is actually a picture.  It is not stored as text.  It has no text formatting.  That is why the files are so much smaller and that makes them good for emailing where small files sizes are needed.  One organization that I work with has started sending forms out in both PDF and Word format.  You can open the Word format file and fill it out on the computer.  If you don't have Word (or don't trust emailed Word docs) you can print the PDF version and fill it out by hand.
