14.2 volts is the optimum charging voltage for a 12 starting battery with the battery at 68 degrees F. The voltage can rise a little for lower and higher temperature, but not a lot. 13.2 will put some charge into the battery but won't get it charged to anywhere near its rated capacity even if charged at 13.2 volts for a week continuous.
