| It is cost effective already, a Texas solar plant sells its electricity to the utility for 5 cents per kilowatt-hour, cheaper than clean coal. That would be 7.1 cents if you remove the 30% federal subsidy (there is no state subsidy in Texas.)
And another solar plant in California had similar prices last year already.
Rooftop photovoltaics is a bit more expensive for the individual, as there is no economy on the scale, but it also pays for itself in 12 years for the most expensive setup, after which it's 13 more years of free electricity (with a 25 year guarantee), which basically divides the overall price by two.
