Do the local elevators do the hedging or did they pass that off to the big grain merchants in a lot of cases? If those costs are higher than normal wouldn't you expect they'd just widen their basis out instead of cutting off forward contracts? Or is it a complete market abberation that very rarely occurred in the past? I just don't buy the excuse that farmers not delivering on a contract is the reason for basis only contracts, not after the HTA crisis in the past.
