That was a hot topic a few years ago when I was on the county Farm Bureau board. If I recal correctly it is illegal to spread on frozen ground. I don't think I kept all the handouts from FB so I may be wrong. I think spreading on snow, frozen ground, stockpiling in a field for x # of days spreading from a road, into standing water and so many feet from a body of water are all illegal. I don't like it but it is what it is. I would check with IDEM or FB.

I think the size of operation is the key. If under so many head you don't have to have a permit but do have to have a manure/fertilizer handling plan on file incase there is a problem. Again it's been a few years since I went through all of this.
