First off, it sounds like you need to open a hunting range. Wow that is a lot of wildlife.

Secondly, I do agree that wildlife can be a pollution source as well. But regulating them isn't practical. And that is what this all boils down to; the EPA imposes regulations so they can be seen doing something and they can say they are decreasing pollution. Well in order to say that they have to be able to control and measure nutrient loads. You can't do that when dealing with wildlife (at least not practically) but you can with livestock operations.

And manure is a potential pollutant, no way around that. Even when it is applied under perfect conditions and incorporated, it can still be lost to erosion or leaching. When combined with its impacts on drinking water and aquatic environments, it makes manure an easy target for the EPA.
