Nwmo | Maybe you are right about the number that would ration it. I'm guessing some people who don't need it now would still be buying at $3.50 in case of perceived short supply in the future. $4.50 not only rations on the supplier side but it modifies behavior of people who still have supply, so they turn down thermostats, stop heating garages, run one heater instead of multiple, and supplement with electric.
