A helpful sketch and explanation which is what my electrician described.

Like I said, I learn something new every day!

I'm not sure about the welding but will use braided copper ground wire to connect the 4 ground rods he suggested to the rebar and leave an end of the braided wire sticking up under the waterer. He also mentioned making sure rebar is wire-tied together at intersection points.

I do have an excellent electrician.
