Jim, You have yourself a great electrician!

It is called a transition plane which transitions the voltage from virgin soil to the plane area. When the ground rods are put in at an angle the voltage difference between the two areas is very gradual and difficult to perceive by the animals.

If you have rebar in the concrete, bend up a piece of it so that it sticks out of the concrete underneath the waterer. Your electrician can connect the grounding system to the rebar. Then drive the ground rods at an angle at the outside perimeter of the rebar square and connect all of the rods together and then to the rebar or to the rebar separately.

The ground rods in the attached drawing can be farther apart than every 12".
