| Only getting one side of the story, I would say the officer is in the wrong and acted in a dangerous fashion. Discharging a weapon in the presence of innocent bystanders (kids and adults at a bus stop) is much more dangerous than a dog wandering around who did no wrong at that point. If the officer deemed it safe enough to fire his weapon because all of the bystanders were clear, why didn't he just stay in his car and call animal control? Let the professionals handle it.
Having said that, those that say their dog won't bite need to realize ALL dogs will bite in the right situation. Even though my dog hasn't bit anyone, when people ask if my dog will bite, my answer is he might.
