I'm speaking from total ignorance when it comes to grain shipping. I base my opinion on how difficult it is to get something done when your dealing with people you don't know who say they'll call you back , and they leave you hanging. Seems like something like shipping grain would require applications for permits , hire a ship, advance payments, while dealing with banks from other countries. Not to mention our own governments red tape. I would guess it would require an attorney who could converse with the attorney where the grain is coming from. Like I said , this is just based my farmer logic, and experience I have had on a much smaller scale.
