An e collar (not electric fence, they are great) only makes things worse if the dog isn't trained correctly. I have one for my Weim and it works great as a reminder that I can still reach out and touch him if he decides he doesn't want to listen. But if he didn't listen without the e collar, chances are he really isn't going to listen if he is getting shocked when given a command.
