You're a long way from me, and fallow isn't really in our vocabulary. Although, winter gets in our way from a super intense rotation!

Dwayne Beck from S Dakota runs a research farm. Never been to it, I'd like to go someday. He's in an area where wheat/fallow was common at one time, figures no-till let them use much more intensive rotations due to better water usage and management. It hasn't hurt that they've experianced a long period of actually recieving rain as well. Not saying that you should emulate his rotation as much as study his concepts. May have more in common with that area than you think.
