Exactly.
My grandfather just went through getting a new septic system put in to replace the existing one. It took him close to a year to get it finally approved.
The woman that ran the office that approves the septic plans won't approve anything that she doesn't like, no matter if it meets code or not. And, she has a particular grudge against septic systems. One of those people that thinks anything not run by the government is bad.
About 50 years ago when he built the house, he installed the septic system and didn't need approval from anyone (other than Grandma) to do it. It cost him less than 1/3 what the new system did.
