Ripley, Ontario Canada | You guys need a municipal drain system like we have in Ont. While it is not perfect it does deal with upstream landowners needing a proper outlet. A landowner can petition the township for a municipal drain outlet to tile their land. The township will hire an engineer to meet with the person needing an outlet and then survey the whole area that should be drained in the same direction (called the watershed or drainage area) and determine how big the outlet needs to be to drain the whole area, where it should go, and how much each landowner up and down stream should pay. Then when everyone gets done arguing over the cost, (these things are never cheap) the township tenders the construction, and bills each landowner. The township "owns" the drain and preforms all repairs, and sends out bills based on how much each paid to originally construct. Over all it works fairly well. | |
