When discussing potassium and phosphorus in the context of fertilizers, it is standard convention to talk about the oxides K2O and P2O5. Neither is actually found in real fertilizer materials.

The amount of elemental K in fertilizer grade KCl is ~ 50% but this number gets converted to 60% by dividing by 0.83. 0.83 is the fraction of potassium in K2O.

Discussing K2O and P2O5 (rather than elemental K and P) is a confusing and archaic system but it is the way we have discussed P and K fertilizers in the US (and many other countries) for over a hundred years.
