I believe you would have to add 5% on it for the buyers premium.
from watching sullivans the last couple days looks like the prime grade A Illinois ground has dropped from $20000 to $17,000. Pretty good drop in just 6 months. Appears the outsiders aren't getting too aggressive and it takes a couple neighbors to get the prices up high.
