Not everyone is planting in the same area at the same time, if I start in the southern part of the county and work north but my neighbors on my north fields start next to me I'm ineligible even if we both planted 1k acres? Breakdowns happen, have a friend that would normally be done but he's half done because of breakdowns, now we got 4" of rain, it happens.
